Sign in with Google. Clips waiting to be published show up right away, each with a suggested time.

No. The AI only fills in the form. Nothing goes to YouTube until the user clicks save, and the video is published at the time they confirmed.
Separately for Shorts and longer videos: the app looks at the hour the channel’s public videos got the most views. Without enough history it suggests 18:00 and says so. At most one video a day.
It always sees the thumbnail. It sees the whole video only if the user uploads it — Gemini then watches it with sound, and the file is deleted right after the suggestion.
There is no database. Google access lives only in the user’s session, and videos and descriptions are read straight from YouTube.
